A 24-year-old Yokohama became the first to be arrested under a new Kanagawa Prefecture law that makes it illegal for anyone to solicit the purchase of used underwear.
According to police, the man followed a group of three schoolgirls in his company car, as he tried to convince them to sell him their underwear. The man admits the charges, but claims that he was unaware of the new law and did not realize he was doing anything illegal.
“I had no idea what I was doing was a crime. They were wearing really short skirts and I got all excited. I didn’t want new panties, I wanted used ones,” the man told prosecutors.
The man was charged under a Kanagawa ordinance that make it a crime to sell or to solicit others to sell used underwear belonging to a person under 18 years of age, which contains traces of feces, urine, saliva or other bodily fluids.
These laws are getting a bit ridiculous, aren’t they?

October 29th, 2005 at 7:37 pmWell, I guess other counries, such as the USA, must be even more depraved. They have no laws at all regarding the procurement of saliva from teenagers. You can buy up all the teen spit you want, and it’s perfectly legal. How sick is that?!?
Maybe, we should get a step ahead of these pervs and institute laws regarding toenail clippings, dead skin flakes and stray hairs. Why don’t we just go the whole hog, and shoot anyone who so much as looks at a teenager lasciviously?
We should all focus our erotic desires in acceptable and correct directions, say…. paunchy middle-aged men.
We should also provide psychiatric clinics to help these poor girls who sold their panties. My God, even the Nazi’s didn’t buy girl’s knickers!
For those who are sarcasm-challenged, let me rephrase:
There are many more pressing problems in the world (say, the cost of toothpaste) than men buying used panties.
