The Chinese government openly preaches against such things, yet in places like Xi’an everyone knows where the whore-houses are. They operate on a main-street as “massage parlours”, yet it’s obvious what’s going on.

Do the Police stop it? Apparently they sometimes bust one or two for show, but generally tolerate it.
