Amphibious taxi starts in Osaka

The city of Osaka has become the first city in Japan with an amphibious taxi service.
The taxi, which will be plying the streets and the rivers of Japan’s Second City, can carry up to three passengers for 19,560 yen for the first hour and then 8,700 every 30 minutes thereafter.
The taxi is operated by Osaka Mizukaido 808, which is described as a “specialized nonprofit organization.” What I can’t figure out is why a non-profit organization needs to be charging such high fares for their services. . .
“We want people to realize that Osaka is a city of water,” said Yasuhiro Suchi, 60, executive director of Osaka Mizukaido.

Nice way to beat the traffic.
Edward, in answer to your question I would guess they charge a lot because their costs are high.
