It’s official! Osaka prefecture has been declared the sexual assault capital of Japan according to statistics maintained by Japan’s National Police Agency.

According to the data, last year one in every 4,200 female residents of Osaka was raped or otherwise sexually assaulted. This compares to one in every 4,600 in Tokyo.

The Osaka rate is double that of Kanagawa Prefecture, which has a similar number of female residents, and nearly five times that of Yamagata Prefecture, which is the safest prefecture for women in Japan.

According to the police, many victims of rape or other sexual assault last year lived alone in apartments. Most of them were attacked from behind soon after opening the door of their apartment. Some offenders managed to enter buildings equipped with auto-lock systems by waiting for a resident to open the door, and then hid in stairwells until they found a target.

Many victims also were attacked on the street while talking on their cell phone, an activity police said can give people a false sense of security about their personal safety.

“People let their guard down when they are on their way home, or talking to people [who they feel close to]. It’s the most dangerous moment,” a police officer said.

So what steps has Osaka taken to deal with the situation? Well, the prefectural police force has assigned two full-time female police officers to a telephone consultation service called Woman Line.

Japanese authorities have executed Tsutomu Miyazaki, a killer who murdered four little girls in the late 1980’s, ate their remains, drank their blood, and sent parts of their remains to their parents.

Miyazaki’s death sentence was finalized in February 2006, when the Supreme Court upheld lower court decisions that ruled he was mentally competent to take responsibility for his crimes committed in 1988 and 1989 in Tokyo and Saitama Prefecture.

“He had killed four girls to satisfy his sexual desire,” the Supreme Court ruling said.
During his trial, Miyazaki repeatedly claimed that “a rat man” appeared before he killed the girls. He also said he ate the wrist of one of the girls.

His victims ranged in age from 4 to 7.

Miyazaki reportedly remained unrepentant of his crimes right until the end. In fact, he wrote a letter to Kyodo News shortly before Japan’s Supreme Court upheld his death sentence claiming that he had done “a good thing.” According to one of his defense attorneys, Miyazaki was quite happy to be on death row, because it allowed him to read comic books all day.

A Wakayama prefecture civil servant has made worldwide headlines with a feat of astonishing dedication.

Tax-payers in Kinokawa wish he could show similar dedication to his job. For it has been revealed in a 9-month period, the horny civil servant clocked up more than three quarters of a million hits on pornographic websites from his work computer.

His superiors were alerted to the problem only when his computer became infected with a virus.

The 57-year-old man, who has not been named, works for the city of Kinokawa in southern Japan.

That works out at almost 10,000 pages a day, or more than 20 each minute he was at his desk.

The BBC reports that his habit “reached its peak” last July with more than 177,000 page hits times during office hours.

The man has not been fired.

A municipal employee in Chiba Prefecture has been arrested for hiding wireless cameras in various public toilets over the past two or three years.

Raiding the man’s home following his arrest, police found more than 100 videotapes and DVDs archiving the footage from the cameras.

The man admits to the charges against him, and he told police, “I did it because it’s my hobby.”

A 15-year old girl was assaulted recently while shopping in Saitama Prefecture by a knife-wielding man in his 20s or 30s,who grabbed her head from behind and tried to hack off her hair.

No doubt the guy expected her to scream helplessly as he had his way with her, except it seems that he picked the wrong girl to mess with. The “victim” has a 1st degree black belt in karate and so she knows more than a little about how and where to kick. . . and so she did.

The surprised stalker was last seen putting as much distance as posible between him and young lass, with more than his pride hurting.

The girl reported the attack at the nearest police box.

An odd report in today’s Mainichi reveals that “a summary court judge resigned last year after being reprimanded for molesting an employee of a sex shop in Kobe”.

The incident occurred in October last year, and the resignation followed a month later. The “60-year-old judge” is said to have bitten a woman who worked in sex shop in Kobe.

The 60-year-old judge at the Hirakata Summary Court bit the lip of a Kobe sex shop employee in her 20s on Oct. 6, last year, injuring her, according to the district court. He is also accused of demanding excessive sexual services from her.

Excessive? I had no idea a sex shop worker was the same as a ’sex worker’. Surely any demand for sexual services was ‘excessive’? And how the lip-biting came about… the mind boggles.

Though he could’ve been charged with ‘indecent assault resulting in injury’, he paid the woman compensation to the tune of ¥1.7 million in an out-of-court settlement, so that, as far as the authorities were concerned, was that. So no messy paperwork to sort out. Everyone’s a winner.

• Avoid the underaged.
• Watch out for those who use a lot of picture characters and smileys in their e-mail.
• Insist the girl tells her your age and get her to mail you a message stating that she’s over 18.
• Arrive at any meeting place well ahead of the scheduled time.
• Find a hiding spot and check out whether the girl is your type and what she’s doing.
• Get a feel for the area and work out an escape route, just in case.

Remember the incident we reported on here back last April about the guy who was arrested for raping a young woman in a train in Osaka?

The guy sat down next to a 21-year-old womanh on the train and told her to keep quiet, threatening her with death if she screamed, and proceeded to have his way with her. Later he dragged her into the men’s toilet and completed the dastardly deed, totally uninhibited by the 40 other passengers in the car.

Subsequent investigation found out that he had raped two other women as well, one in another train and one in a station rest room.

Well, his trial is over, he has been found guilty, but though the judge called the crimes “audacious and dispicable” and admitted that the psychological damage to the victims is enormous, he sentenced the perp to 18 years behind bars, seven years less than the 25 years sought by prosecutors in the case.

Prosecutors had sought a sentence of 25 years in prison, saying the defendant had sent the victims “to the nadir of terror in public” and that it is likely that he will commit similar crimes in the future.

The defense had argued for leniency, claiming that brain damage suffered by [him] due to a traffic accident may have influenced his acts.

Tomoyuki Mitsui, 33, from Daisen in Akita prefecture probably figured that if he was going to go down, he may as well do it in a perverse blaze of glory.

Mitsui stood charged with trespassing after breaking into a high school.

When questioned about the trespassing, he admitted that he’d broken into the school, where according to police the school’s volleyball club were staying for a training camp, in order to molest girls.

“I sneaked into the school in order to molest girls,” Mitsui was quoted as telling investigators.

At around 2 a.m. on Sunday, Mitsui sneaked into one of the buildings of Kashiwa Municipal High School, where its female volleyball club members were sleeping, through an unlocked second-floor window, local police said.

One of the members noticed Mitsui, and alerted the club’s coach by sending an e-mail to his mobile phone. Four teachers overpowered Mitsui.

Police in Osaka, Japan have arrested an 18-year-old boy on suspicion of forcibly ejaculating on women in public.

The boy is accused of grabbing a 62-year-old woman by the hair and anointing her with his precious bodily fluids in a park last August. He is also suspected of felonious wanking in more than 10 other similar incidents in the same general area.

According to investigators, the boy was addicted to pornographic websites and is known as “Quick Draw McGraw” among his friends because of his amazingly quick trigger. Apparently, the mere glance of a woman was all that was needed to set old Quick Draw off to the races.

An American who was creative director of the U.S. branch of Japan’s Dentsu advertising agency has sued the company over being pressured to visit a brothel and partake in other sexual activities, and then being canned for complaining.

In a lawsuit seeking unspecified damages filed in the U.S. District Court in Manhattan, Steve Biegel said he and other company employees were put in awkward, sexually charged situations by Toyo Shigeta, chief executive officer of Dentsu Holdings USA.

According to Biegel, Shigeta claimed that having sex with prostitutes was an accepted form of doing business and celebrating business deals.

Biegel also claimed that Shigeta was fond of going to beaches and photographing the crotches of scantily clad women there.

[On business trip to Brazil Biegel witnessed Shigeta repeatedly taking photographs emphasizing the crotches of scantily clad women on the beach until a male companion of one of the women on the beach threatened him, the lawsuit said.

Shigeta demonstrated a similar obsession during a photo shoot for an advertisement for Canon in Key Biscayne, Fla., when he took a picture of tennis star Maria Sharapova on the tennis court and proudly distributed the "crotch shot," the lawsuit said.

In Japan, Biegel would probably be the one in hot water for conduct unbecoming a salaryman.

The Mainichi reports the growing popularity of a mobile phone application that “wards off gropers in trains”.

With messages like ‘Did you just grope me?’ and ‘Shall we head to the police?’ as well as ‘Groping is a crime’, women are apparently able to “ward off wandering hands in Japan’s congested commuter trains”.

“Anti-Groping Appli” by games developer Takahashi was released in late 2005, but has only recently climbed up popularity rankings, reaching No. 7 in this week’s top-10 cell phone applications list compiled by Web-based publisher Spicy Soft Corp.

The application flashes increasingly threatening messages in bold print on the phone’s screen to show to the offender.

Users press an “Anger” icon in the program to progress to the next threat. A warning chime accompanies the messages.

The application, which can be downloaded for free on Web-enabled phones, is for women who want to scare away perverts with minimum hassle and without attracting attention, according to Takahashi’s Web site.

The report quotes the Tokyo Metropolitan Police as saying that “1,853 people were arrested for groping passengers on trains in Tokyo in 2005″, but that the real rate of such incidents is a good deal higher, with many victims failing to contact authorities due to embarrassment.
